Memorial service will be held at 10:00 a.m., Friday, August 4, 2023, at Watson & Sons Funeral Home in Center with visitation one hour prior. Bro. Gordon Vaughn will officiate.
Born November 9, 1968, in Shreveport, Louisiana, Elmer is the son of James William Richards and Jerelyn Windham Richards.
